Months before Arkansas lawmakers convened for their 2013 legislative session, the thought that the state would expand Medicaid was almost laughable.

Republicans had just won a majority in both chambers of the Legislature, with many candidates winning what had once been localized races by running against President Barack Obama and his signature healthcare law.
