Over the last week, Gov. Patrick Morrisey has gone from blaming the school clothing allowance program’s early closure on being out of funds, to alleging fraud.

During the opening of his “water listening tour” in Huntington last Tuesday, he claimed that people were using the $200 clothing allowance to buy “beer and cigarettes.” People can withdraw cash from the EBT cards at ATMs, as long as they’re not located in a liquor store or a casino.
