Amid growing apprehension around license plate cameras across the country — especially those that are part of the Flock Safety network — Utah Gov. Spencer Cox told reporters he shares concerns around privacy and whether those cameras are being misused.

Cox’s comments came Thursday during a news conference hosted by PBS Utah, after a Utah News Dispatch reporter asked him about a recent investigation by the Utah Civic Compact. The nonprofit found that records of 10 Flock cameras installed in one Utah county — Weber County — were searched more than 5 million times between February 2022 and July 2026, with the vast majority of those searches (nearly 97%) coming from police agencies outside of Utah, from 45 states.
