ICFI’s Earnings Outlook Signals Improving Profit Growth
The Zacks Consensus Estimate for 2026 earnings is $7.56 per share, up from $6.77 in 2025. Projected earnings growth for the current fiscal year is 11.67%, pointing to a better bottom-line trajectory.
Projected sales growth is much slower at 1.30%. That gap makes margin discipline and operating efficiency central to the earnings case because revenue growth alone is unlikely to carry the improvement.
ICFI’s Valuation Sits Below Its Long-Term Norm
ICFI trades at 12.67X forward 12-month earnings, below its five-year median of 17.46X. The discount to its own history gives investors some valuation support if earnings growth develops as expected.
The stock is not cheap on every comparison. Its multiple is above the Government Services sub-industry’s 11.36X, meaning investors are still paying a relative premium despite the below-history valuation.

ICFI’s Growth Engines Broaden Beyond Federal Work
Second-quarter commercial revenues increased 5.9% year over year to $166 million, while international government revenues rose 35.1% to $39.5 million. Those gains helped offset weakness in the federal business and broadened ICFI’s revenue mix.
The 2025 acquisition of Applied Energy Group, Inc. added energy technology and advisory capabilities for electric and gas utilities. ICFI is also seeing demand in utility programs, where second-quarter revenues increased 6.7%.
ICFI’s Cost and Cyclical Risks Limit the Upside Case
Direct costs represented 62.8% of revenues in the second quarter. ICFI also serves commercial customers in cyclical industries, including financial services, energy, air transportation, retail and health, leaving results exposed to shifts in broader economic activity.
Legal matters tied to the Road Home contract remain another risk. For comparison, Booz Allen Hamilton Holding Corporation BAH is the parent of advanced technology company Booz Allen Hamilton Inc., making it a relevant government-services reference point. Leidos Holdings, Inc. LDOS serves government and commercial customers through technology and mission-focused offerings, providing another peer for investors assessing the sector.
ICFI’s Cash Flow Gives Management More Flexibility
Second-quarter operating cash flow excluding restricted cash increased to $56.7 million from $50.4 million a year earlier. Net debt declined to $403 million from $457 million, improving financial flexibility.
ICFI repurchased 435,055 shares in the first half of 2026. Management also lowered its full-year weighted-average share-count forecast to 18.2 million from 18.3 million, which can support per-share results if operating performance holds.
ICFI’s Fundamental Scores Support a Patient Stance
The investment case remains balanced. Earnings growth, a below-history valuation and improving non-federal businesses are positives, while weak sales growth, elevated costs, federal uncertainty and legal exposure argue against treating the stock as a straightforward buy.
