Andy Biggs, the GOP nominee for governor, picked former state legislator Sine Kerr as his running mate,announcing on Fridaythat she was his choice for lieutenant governor.
Kerr, a dairy farmer from Buckeye, was appointed to the Arizona Senate in 2018 to fill a vacancy. She then went on to win three full terms in office; in 2024, she did not seek reelection.
In May 2025, she was appointed by the Trump Administration to serve as the state executive director of the USDA Farm Service Agency.
“She’s worked across the aisle to get things done at the Legislature, from spearheading the successful passage of the 2022 ‘water protection’ bill to her sponsorship of ‘Kayleigh’s Law’, a landmark piece of legislation that protects victims of sex crimes from being harassed or contacted by their abuser,” Biggs said in a written statement announcing her selection.
“Arizona’s rural communities have come under attack from Democrat Katie Hobbs and her allies, prioritizing the demands of ideologues over protecting our state’s agriculture community,” Kerr said in a statement. “Rural Arizona will always have a seat at the table in a Biggs-Kerr Administration and I’m looking forward to rallying rural communities across our state to deliver a win for Andy Biggs in November.”
Like Biggs, Kerr is stridently anti-abortion. In 2021, she pushed legislation that would havebanned nearly all abortions in Arizona, even those caused by rape or incest. The so-called “heartbeat” proposal would have criminalized abortions performed if a fetal heartbeat is detected. A heartbeat can often be detected as early as six weeks, before many women even know they are pregnant.
