Rudy Villeda Mejía has his own roofing business, a wife and three stepchildren in Washington, near the state’s border with Canada. 

He has never been charged with a crime. He entered the U.S. without authorization for a second time in 2010 after he was kidnapped by a violent cartel in Mexico, and has been in the U.S. since then, according to a notarized personal statement Villeda Mejía submitted with his visa application, which Newsline reviewed.
