TOPEKA — While the Democrat running for the Kansas State Board of Education’s northeast district wants the state to fully fund special education, the Republican candidate says the board should investigate spending first.

The Legislature has not met its obligation to fund 92% of special education costs since the 2010-2011 school year, according to the Kansas State Department of Education, which estimated the state fell short of its obligation this current fiscal year by $226 million. In May, four Johnson County school districts announced plans to sue the state for the deficit.
