CADDO PARISH, La. — Caddo commissioners on Monday considered a proposed ordinance that would establish a new rules for temporary workforce housing facilities, commonly known as "man camps," within unincorporated areas of the parish.
Ordinance 6635, presented during a work session, defines a temporary workforce housing facility as any site used to house 10 or more construction, industrial or data center workers for more than three consecutive days. The rules aim to mitigate the impact of large-scale worker housing on public infrastructure, sanitation systems and neighboring residents.
Under the ordinance, operators would be required to obtain a registration certificate from the Caddo Parish director of public works at least 30 days before beginning operations. The application process includes a 15-day public comment period for affected individuals living within 1,000 feet of a proposed site.
The proposed ordinance would impose significant location restrictions. No facility could be placed within 1,000 feet of a home or within 1,500 feet of any school, childcare facility or church.
To ensure environmental protection, operators would be required to post a site restoration bond before receiving a permit. The bonds are tiered based on occupancy:
• 10 to 49 occupants: $150,000
• 50 to 199 occupants: $300,000
• 200 to 499 occupants: $500,000
• 500 or more occupants: $750,000
The bonds would guarantee that a site is restored to its original condition within 90 days of a project's completion.
Violations of the proposed ordinance would carry civil penalties of up to $500 per day. Operators who provide false information or ignore cease-and-desist orders could face misdemeanor charges punishable by up to six months in jail.
