SHREVEPORT, La. — The Shreveport City Council approved several major measures Tuesday addressing domestic violence, economic development and transportation infrastructure.
Council members unanimously approved a memorandum of understanding to implement the “Caddo Coordinated Response Model,” a collaborative effort aimed at improving responses to domestic violence cases throughout the city and parish.
The partnership includes the city, the Caddo Parish Sheriff's Office, the Louisiana Coalition Against Domestic Violence and several other law enforcement, governmental and nonprofit organizations. Officials said the initiative will move forward without the use of city funds.
Mayor Tom Arceneaux said representatives from the participating agencies already have met and are expected to develop a coordinated plan within the next 90 days.
“We’re basically engaging a consultant to help the parties come up with a plan,” Arceneaux said during the meeting.
The council later voted to approve a special use permit for the proposed Southern Stop Market development at the southwest corner of Kings Highway and Highland Avenue.
Plans for the mixed-use project include a gas station, restaurants and a grocery market. Some nearby residents continued to express concerns over alcohol sales and the addition of a gas station in the neighborhood before the vote was finalized.
Council members also unanimously approved a 99-year right-of-way agreement for the Red River Express infrastructure project on city-owned property in south Shreveport.
Developers said the roadway project is intended to improve connectivity between Louisiana highways 3132 and 523. The proposed route would pass through residential areas along the south side of East Flournoy Lucas Road near the end of Highway 3132.
Residents living near the proposed corridor voiced opposition to the project during the meeting, raising concerns about increased noise, pollution and the impact on neighborhood aesthetics.
Developers told the council that trucks would not be permitted to use the roadway and said maintenance of the road would not fall on the city.
