The dysfunction of the Montana Legislature under the old 1889 Constitution was the largest single reason Montanans called for a Constitutional Convention (ConCon) in 1972.

It was intentionally written to accomplish as little as possible, which matched perfectly the needs of the wealthy and powerful Copper Kings and Cattle Barons.

Rich Bechtel, originally from Glasgow, and now retired in Australia with his spouse Yvonne Seng, Ph.D., was Research Analyst and Legislative Specialist for Montana’s 1972 Constitutional Convention.  His 35+ years of government-related service includes work with Montana’s Blue Ribbon Higher Education Commission, Consultant & Bill Drafter for MT’s Legislative Council, Constitutional Convention experience, Legislative Assistant to MT US Senator Lee Metcalf, 13 years with the MT Federal-State Coordinator’s Office, 2 terms of work with the National Wildlife Federation, and time with the Western Governors’ Association and in Federal Affairs for Oregon’s Governor Kitzhaber.
