Frank Szollosi, executive director of the Montana Wildlife Federation, noted that Montana’s Roosters for Recruitment pheasant releases program lacks documentation that the program achieves a key goal: recruiting young hunters by providing an opportunity to shoot a less-than-wary, pen-raised pheasant.
