FOX13 Investigates is learning more about Jose Flores, a former Memphis Police officer criminally indicted this month.

Flores was indicted by a grand jury for reckless endangerment and official misconduct.

State records show MPD submitted him to lose his law enforcement certification in Tennessee after a domestic violence investigation by another agency. Flores resigned from the department in March 2026.

Records show the victim has a 'nationwide lifetime order of protection' against Flores.

Gwen Turner, community advocate for the YWCA of Greater Memphis, explained to FOX13 what that means.

"Usually lifetime means just that - the lifetime of the victim," said Turner.
Â
She said she has extensive experience writing orders of protection and helping victims of domestic violence through the process.
Â
"Usually when a lifetime order of protection is put into place it's because there has been repeated violation of the actual order of protection, maybe the violation included a weapon, maybe there has been just an enormous amount of threat on that victim," said Turner.

The indictment against Flores lists two different occasions in 2022 and 2024 where he allegedly 'engaged in conduct which placed [redacted] in imminent danger of death or serious bodily injury.'

Turner said it's important for anyone with an order of protection against an abuser to notify law enforcement if they move jurisdictions or states.

"Some people say, 'Oh, an order of protection is not good. It's only a piece of paper'. That's true, it is a piece of paper, but it may be the piece of paper that will save your life," said Turner.
