In the recent sighting, captured on video, near 1500 John F. Kennedy Blvd, the offender made threatening comments while holding his hand behind his back as they approached causing the complainant to stumble and sustain injury, investigators said.
The offender fled into a subway station after the incident.
Footage released by the police shows the woman - who appears to have been out jogging alone at the time - running towards a road as the man chases her.
They both run out of view, before the woman is seen doubling back on herself and running in the opposite direction. The man continues to follow her.
The man asked a woman if she was "ready to die", according to BBC's US media partner CBS.
The police are hoping the videos and photos released will help find the suspect.

Black male
16-20 years old
Medium complexion
5'8″, thin build
Wearing a white baby doll-style Halloween mask with black hair, and a black/blue plaid backpack.
The police department has also warned: "If you see this suspect do not approach, contact 911 immediately."
