Maine voters didn’t just cap super PAC contributions in 2024, they did it by a landslide. Three out of four said yes to Question 1, a citizen’s initiative that limited campaign contributions to political action committees that make uncoordinated expenditures in support of a candidate to $5,000.

But right now, in the middle of the state’s consequential governor’s race, that cap does not exist. Two super PACs sued the state of Maine to stop the new contribution limit from taking effect, and a federal judge sided with them, calling it unconstitutional on its face, and the case is sitting before the First Circuit Court of Appeals waiting on a ruling.
