Every child should leave third grade able to read with competence and confidence. That is not a political position. It is an educational and moral obligation.
The question is whether mandatory grade retention is an evidence-based response when a child has not acquired those skills.
As a pediatric psychologist who has spent decades evaluating children with learning and neurodevelopmental needs, I believe the answer is no.
When a child receives increasingly intensive intervention through a Multi-Tiered System of Supports, with frequent progress monitoring through measures such as weekly Curriculum Based Measurement, and still fails to demonstrate adequate growth, the child has communicated something important.
The child has not simply failed.
The intervention has failed to produce the expected response.
At that point, the question should no longer be, “Should this child repeat third grade?”
It should become, “Why has this child not responded?”
A child may struggle because of dyslexia, language disorder, ADHD, intellectual disability, hearing impairment, trauma, inadequate instruction or educational disruption. Children with similar scores may have profoundly different needs.
That is why intervention fidelity must be part of any responsible decision. Before concluding that a child has failed to benefit, the school must determine whether the intervention was appropriate, delivered as designed, sufficiently intensive, sustained long enough and monitored with valid measures.
Without fidelity data, we cannot know whether the child failed the intervention or the intervention failed the child.
When well-implemented interventions have been unsuccessful, the next proactive step should be a comprehensive multidisciplinary evaluation, including assessment by a school psychologist. That evaluation should help determine whether the student requires continued MTSS intervention, accommodations under Section 504 or specially designed instruction under the Individuals with Disabilities Education Act.
This is where West Virginia’s retention policy creates a serious concern.
IDEA and Section 504 protect children who may have disabilities through comprehensive evaluation, parental participation and procedures for challenging school decisions.
A school-based team’s recommendation to retain a child cannot replace those protections.
Imagine a moving train. A child’s persistent failure to respond to intervention should move that child toward comprehensive evaluation and, when appropriate, the protections of IDEA or Section 504. Retention can operate like removing one railcar from that moving train and leaving it parked on a side track.
The train continues. The child does not.
Another year may pass without identifying a disability requiring individualized instruction. MTSS should lead toward evaluation when intervention fails, not become a place where children remain parked while protections are delayed.
Retention also creates an important measurement issue. Educational accountability depends upon stable comparison groups. When the lowest-performing students are retained, the composition of both third- and fourth-grade testing cohorts changes. Older students remain in third grade, while some students most likely to score below proficiency are absent from the next fourth-grade sample. These changing cohorts complicate statewide trends: apparent improvement may reflect better instruction, altered cohort composition or both. Policymakers should not attribute gains solely to retention.
Retention is a placement decision. It is not a reading intervention.
It does not diagnose dyslexia, remediate language or phonological deficits, improve executive functioning or correct inadequate instruction. Nor does repetition ensure meaningfully different instruction.
West Virginia’s investments in screening, structured literacy, teacher preparation, progress monitoring and intensive intervention should be supported. Mandatory retention instead places the consequence of unsuccessful intervention upon the child.
What parents should know
Parents of children at risk of third-grade retention may request an IDEA evaluation in writing to the principal and special education administrator.
A parent may write:
A district must respond through federal procedures. If it refuses to evaluate, it should provide Prior Written Notice explaining the decision and its basis. Do not accept that a child “just needs to mature” or “has a late birthday” as a substitute for evaluation.
Before asking whether a child is ready for fourth grade, we must ask whether we have adequately understood why that child was unsuccessful in third.
Children deserve more than another year.
Educational policy should not outrun science or procedural protections.
