New fighter jets slated for Belle Chasse base

Naval Air Station Joint Reserve Base New Orleans, situated downriver from the city, is scheduled to acquire 12 F/A-18 Super Hornet jets. These will replace an aging fleet of F-5 Tigers that have become obsolete and offer minimal practical utility to the Navy. The incoming Super Hornets feature advanced technologies, including jamming capabilities and active-scanning radar, which will eventually enable Navy Reserve aviators from the 204th Fighter Squadron, also known as the River Rattlers, to deploy on real-world frontline assignments.

According to retired U.S. Navy Reserve Capt. Brian Hennessy, who commanded the 204th squadron from 2013 to 2014, the new aircraft will reinforce the base's tactical relevance and likely protect it from being shuttered. Though Hennessy retired from active service in 2018, he has continued to work voluntarily alongside Congress and Navy leadership to bring F-18s back to the River Rattlers.

When Boeing declared in 2023 that it would stop manufacturing that specific model, lawmakers from Louisiana introduced legislation attempting to secure the final production batch for NAS JRB New Orleans. However, Hennessy noted that the active-duty Navy resisted allocating brand-new fighter aircraft to a reserve unit. In response, he persistently lobbied senior leadership until a compromise was struck: the Navy would buy new jets to replace slightly older models currently stationed in Virginia, and those older F-18s would then be transferred to the River Rattlers.

Hennessy emphasized that bringing updated F-18 models to the base will attract additional military personnel, resource allocations, and local employment opportunities.

“Our little base in Belle Chasse has an enormous economic impact on the region,” Hennessy stated during a telephone interview.

Luke Mixon, a retired fighter pilot and former candidate for the U.S. Senate, took over command of the 204th Fighter Squadron after Hennessy. He expressed gratitude for his predecessor's unyielding pressure on Congress and the Navy to secure the aircraft.

“He was such a pain in the ass to them,” Mixon remarked in a phone interview. “He just kept at it year after year and wouldn’t leave them alone, even when it looked like it was impossible.”

Hennessy, who currently works as a pilot for a major commercial airline, explained that the base faced a prolonged risk of closure because the Navy provided minimal funding and attention. He noted that the active-duty military was treating NAS New Orleans primarily as an aircraft repository, pulling operational jets away to replace broken units in other squads.

A few years ago, the Navy reassigned the final F-18s away from the installation, swapping them for the legacy F-5 models that cannot be used in combat scenarios, which restricted the local unit to a training capacity.

“You could see the writing on the wall: The Navy would love to get out of the [Joint Reserve Base] in New Orleans,” Hennessy observed.

He realized that securing contemporary aircraft to restore the River Rattlers to a deployable status would be an effective strategy to keep the installation open. While an official arrival timetable has not been finalized, both Hennessy and Mixon indicated the jets could arrive as early as next year.

To handle maintenance and support for the incoming fleet, the base intends to hire 100 civilian contractors who will be incrementally replaced by active sailors starting in 2029, according to data from the Military Advisory Council. Furthermore, NAS New Orleans is phasing out its old C-130 Hercules transport planes in favor of newer C-130J models, which include multiple KC-130J tankers that act as aerial refueling platforms for alternative Navy aircraft.

On the Air Force side of the facility, the Louisiana Air National Guard's 159th Fighter Wing is line to obtain 18 to 20 new F-15EX Eagles to replace its 40-year-old F-15C/D models. These upgraded fighters will allow the unit to sustain its aerospace defense commitments for North America. Under the direction of NORAD, the 159th maintains at least two jets on permanent standby to secure the Gulf Coast region instantly. The fighter wing is slated to take delivery of 13 jets in 2029, with the remaining aircraft arriving over the subsequent three years.

The Military Advisory Council also outlined ongoing upgrades at alternative installations throughout Louisiana.

Barksdale Air Force Base, located in Bossier Parish, previously secured congressional funding for several initiatives: a weapons facility valued at $278.5 million to assist bomber operations, a $116 million residential dormitory capable of housing 192 individuals, an aircraft hangar paired with runway improvements exceeding $90 million, and a $22.4 million expansion of its childcare center to add 13 classrooms to alleviate waiting lists for military personnel. Lawmakers have also received a request for $3 million in planning and design funds to modernize Barksdale's dining facilities.

Fort Polk, an Army post located in Vernon Parish, obtained $30 million from Congress this year for a new lodging complex, supplementing $55 million provided last year. This infrastructure will supply temporary housing for external units arriving to train at the Joint Readiness Training Center. The base will also utilize $11.5 million to build a laboratory dedicated to embedding experimental technologies into live military exercises. Fort Polk expects to integrate new engineering and bridge-building assets, bringing 540 additional soldiers to the post and raising the active troop count to roughly 6,356. The total population, including defense contractors, civilian employees, and families, stands at 27,471 according to Fort Polk Progress.

In separate state military developments, approximately 700 soldiers with the Louisiana Army National Guard returned home in June following a year of service overseas. The personnel with the Lafayette-based 256th Infantry Brigade Combat Team deployed in April 2025 to secure American installations across Kenya, Djibouti, and Somalia, while also reinforcing NATO peacekeeping operations within Kosovo. The Louisiana National Guard maintains 825 combined Air Force and Army personnel on active federal orders, with about 593 currently operating outside state borders in areas such as Romania, Washington, D.C., and the southern U.S. border.
