MARSHALL, Texas — The proposed redevelopment of the historical Marshall Senior High School building into a 245-unit housing complex is moving forward as developers clear trees from the property and municipal staff review preliminary plans.
The project, dubbed Marshall Lofts, is situated at 802 W. Houston St. within the New Town Neighborhood area. Plans by developer Versatile Developments outline a five-building complex featuring restored historical architecture, walkable public spaces, and community gathering areas aimed at supporting the local workforce.
During a recent meeting of the New Town Neighborhood Association, AnnaKatrina Gardner, project development manager with Versatile Developments, stated that cleared trees on the site will be mulched and outlined operational plans for the future residential community. Gardner emphasized that the complex will operate under strict guidelines, incorporating a safety model similar to Fort Worth's "Crime Free, Drug Free" program to prohibit loitering, loud noises, and outdoor smoking in designated areas.
She noted that her team has coordinated with local leadership, including Marshall Police Chief Cliff Carruth, City Manager Greg Smith and Marshall Economic Development Director Rush Harris.
While developers tentatively aimed to begin renovations in November, Smith indicated that the timeline depends on the city's rezoning process. City staff have reviewed and returned comments on the preliminary site plan.
The developer must complete a full rezoning process to establish a planned development district, which requires public hearings before the Planning and Zoning Commission and final approval from the City Council. Smith noted that while an autumn start remains possible, the required review steps make that timeline improbable, estimating the rezoning process alone could take 60 to 90 days.
Former councilwoman and New Town Neighborhood Association President Vernia Calhoun expressed support for the initiative, citing a market study by Novogradac Consulting that highlights a critical need for housing in the city. Calhoun welcomed the effort to revitalize the property at the neighborhood's perimeter, provided the development strictly adheres to city regulations and legal standards mandated by the state.Â
