Environmentalists have appealed a state council’s approval of the final license an energy developer needed to build a controversial $1 billion underwater natural gas pipeline project between New Jersey and New York.

In a petition filed Monday, Clean Ocean Action said the Tidelands Resource Council exceeded its authority in May when it granted a utility license to energy developer Williams to build the proposed Northeast Supply Enhancement pipeline, which critics call the “zombie pipeline” because of its repeated revivals after permit denials in 2018, 2019, and 2020.
