CCC legacy still standing at Caddo Lake State Park nearly a century later

The 484-acre park along Cypress Bayou traces its origins to 1923.

Caddo State Park interpreter Hillary Henson said, "When Texas Gov. Pat Neff established the State Parks Board to create a statewide park system. To build that system, the board sought donations of scenic land from private landowners." 

One of those donors was Thomas Jefferson Taylor II, whose family owned the property that would eventually become Caddo Lake State Park. His young daughter, Claudia Taylor, spent time exploring the forests that would later become public land. She would eventually become known to the world as First Lady Lady Bird Johnson.

But it would take the economic devastation of the Great Depression before the park truly came to life.

"When FDR was inaugurated, he promised real change in the first 100 days of his presidency," Henson said.

That promise led to the creation of the Civilian Conservation Corps, one of President Franklin D. Roosevelt's signature New Deal programs.

"The CCC employed unemployed young men between the ages of 17 and 25, putting them to work building parks, roads, trails and public facilities across the nation," said author Ren Davis.

Authors Wren and Helen Davis, who have traveled throughout the country documenting CCC parks, say Texas became home to 28 state parks built by the program. Caddo Lake holds a special distinction as Texas' first state park developed by the CCC.

The program's influence stretched far beyond East Texas.

"During World War II, Roosevelt used one of the CCC-built group camps in Maryland as a presidential retreat, originally calling it Shangri-La. Today, the site is known as Camp David," said Ren. 

Across its nine-year history, the Civilian Conservation Corps built more than 800 parks and employed approximately 3 million young men. Known as the "Dollar-a-Day Men," enrollees earned about $30 a month, although $25 was automatically sent home to support their families.

Those paychecks often helped families afford food, rent and medical care during the nation's worst economic crisis.

For many enrollees, the CCC offered more than a steady paycheck.

"Many arrived malnourished and with limited formal education. Through the program, they learned trades such as carpentry, plumbing and electrical work while constructing park buildings that remain in use today," said Helen Davis.

At Caddo Lake State Park, several original CCC structures, including cabins and the dining hall, continue serving visitors.

Most CCC veterans later served during World War II, including two of the six Marines immortalized in the iconic flag-raising photograph on Iwo Jima.

Today, the towering bald cypress trees and historic stone-and-timber structures at Caddo Lake stand as a living monument to a generation that helped rebuild America during one of its darkest chapters.

"If it hadn't been for the CCC," Davis said. "We wouldn't have all this beautiful land that we have now."
