SHREVEPORT, La. — Residents of Shreveport's Highland neighborhood say they are disappointed and concerned after the City Council approved a controversial mixed-use development that will bring a gas station, convenience market and restaurants to a vacant lot on Kings Highway.

The council voted 6-1 Tuesday to grant a special-use permit for the Southern Stop Market project, ending a six-month fight between nearby homeowners and the developer.

Neighbors along Atkins Avenue repeatedly opposed the proposal, arguing that a gas station selling beer and wine would negatively affect the residential character of the area.

Among those opposing the development are residents Mary Hughes and Pam Todd, who spent months fighting the proposal through petitions, public meetings and appeals.

"We're extremely disappointed by the City Council's decision this past week," Hughes said while reading a statement written by a neighbor. "Our neighbors fought hard against this development for six months because we strongly feel that a gas station does not belong directly in front of our homes."

Residents appealed approvals from the Shreveport Metropolitan Planning Commission twice before the proposal ultimately reached the City Council for a final vote.

Hughes, who owns two properties near the site, said one of her homes is only 17 feet from the planned development.

"Who wants to have gasoline stations right next to them?" Hughes said.
Â
Todd also expressed concern about what she views as a broader pattern of development throughout the city.

"It's always the gas stations. It's always liquor stores, vape shops," Todd said. "They can't give us anything good."

Despite their objections, residents said they recently spoke with property owner Omar Ali, who assured them the project would be operated responsibly. According to neighbors, Ali introduced them to his son who is expected to manage the business.

While residents remain opposed to the project, they said they hope the development can become a positive addition to the community if it moves forward as approved.

Residents said they have not been given a timeline for the start of construction.
